Rancangan Undang-undang Republik Indonesia Nomor 44 Tahun 2008 Tentang Pornografi

Analisis

Input sebuah system politik adalah bahan informasi mentah yang akan diproses dalam system politik yang bersumber dari lingkungan system politik. Input terdiri dari tuntutan atau demand dan dukungan atau support.

Berawal dari masyarakat yang merasa kehidupan dan tatanan sosial masyarakat Indonesia terancam dengan arus globalisasi yang berkembang luas tanpa ada filter dan mensosialisasikan budaya porno yang tidak sesuai dengan norma di negara yang didasarkann atas Pancasila, maka masyarakat menuntut sebuah perubahan demi kebaikan. Selain itu, masyarakat juga mendukung perubahan ke arah kebaikan dengan menyalurkan dukungan lewat partai politik dan LSM yang bisa menampung aspirasi masyarakat.

Kemudian dalam proses konversi, pemerintah mengolah dan memproses input untuk kemudian menjadi output.

Output merupakan hasil yang bersumber dari proses sistem politik sebagai produk yang mengikat. Output terdiri dari keputusan atau decision dan kebijakan atau policies.

Berdasarkan tuntutan dan dukungan dari masyarakat maka pemerintah memutuskan untuk mentapkan undang-undang tentang pornografi. Kebijakan adalah rangaian keputusan, dalam hal ini bentuk nyatanya berupa rancangann Undang-undang no.44 tahun 2008 tentang pornografi. Tujuan dibuatnya UU pornografi ini ialah sebagai berikut.

a. mewujudkan dan memelihara tatanan kehidupan masyarakat yang beretika, berkepribadian luhur, menjunjung tinggi nilai-nilai Ketuhanan Yang Maha Esa, serta menghormati harkat dan martabat kemanusiaan;

b. menghormati, melindungi, dan melestarikan nilai seni dan budaya, adat istiadat, dan ritual keagamaan masyarakat Indonesia yang majemuk;

c. memberikan pembinaan dan pendidikan terhadap moral dan akhlak masyarakat;

d. memberikan kepastian hukum dan perlindungan bagi warga negara dari pornografi, terutama bagi anak dan perempuan; dan

e. mencegah berkembangnya pornografi dan komersialisasi seks di masyarakat.

INDONESIAN POLITICAL SYSTEM

1. Buat perbandingan antara Sistem Politik otoriter dan Demokrasi dengan segala kekurangan dan kelebihannya ?

· Sistem Politik Otoriter adalah Sistem Politik terpusat dimana kekuasaan berada di tangan satu pihak saja.

Misalnya : Presiden, presiden tidak bertanggung jawab kepada siapa-siapa karena semua kekuasaan dipegang penuh olehnya. Dia juga memegang kekuasaan legislative yang mestinya di jalankan oleh parlemen,dan juga dia menjadi Hakim tertinggi atau Yudikatif yang seharusnya dijalankan oleh Mahkamah Agung. Tidak ada pemilihan umum dimana rakyat bebas memilih atau menggantikannya.

a. Advantages :

- Presiden memiliki kekuasaan Penuh atas semua perintahnya.

- Tidak ada persamaan dan kebebasan politik.

- Sama rata dan sama rasa dalam kebutuhan materil.

- Identitas bersama bersifat sacral dan ideology sebagai agama politik.

- Hubungan kekuasaan Monopoli , sentral tunggaldan non consensus ada pimpinan partai.

- Legitimasi kewenangannya totaliter ,doktriner dan paksaan.

b. Disadvantages :

- Tidak ada kebebasan Pers.

- Segala keputusan baik yudikatif atau pun legislative harus di tentukan oleh presiden.

- Legitimasi kewenangannya totaliter ,doktriner dan paksaan.

· Sistem Politik Demokrasi yaitu adanya perlindungan hak asasi manusia , menjunjung tinggi hukum , tunduk terhadap kemauan orang banyak , tanpa mengabaikan hak golongan kecil agar tidak timbul diktator mayoritas. Sebuah system politik demokrasi akan bertahan apabila bersumber pada “ kehendak rakyat “dan bertujuan untuk menyampaikan kebaikkan atau kemaslahatan bersama, untuk itu demokrasi selalu berkaitan dengan persoalan perwakilan kehendak rakyat.

a. Advantages :

- Adanya persamaan dan kebebasan politik.

- Tidak ada stratifikasi ekonomi materil atau moril.

- Bersatu dalam perbedaan.

- Distribusi kekuasaan yang relative merata ada pada presiden atau perdana mentri.

- Kewenangannya adalah rule of law dan konstitusional.

- Rakyat ambil bagian secara aktif atau mekanisme pasar.

- Terjadi Kebebasan PERS.

- Adanya pemilihan Umum untuk menentukan siapa saja yang bisa menjadi wakil rakyat dan Presiden.

b. Disadvantages :

- Masyarakat menjadi terlalu bebas mengeluarkan pendapat sehingga kurang ada sikap saling menghormati satu sama lain.

- Jadi banyak menimbulkan pro dan kontra terhadap suatu keputusan yang kan di ambil.

2. Pilih mana yang menurut anda paling baik ??

· Menurut saya yang paling baik adalah system politik demokrasi, karena seperti yang sudah dijalankan di Indonesia, system politik demokrasi benar-benar memberika kesempatan terhadap seluruh masyarakatnya untuk dapat menyalurkan aspirasi mereka masing-masing pastinya dengan cara yang damai bukan dengan aksi yang anarkis.

As a scriptwriter, my overall responsibility is to make a good script. First I and my co-scriptwriter, and the rest of the team have to brainstorm to find an idea about how the show would be. The idea should be distinctive, unique, and exclaimed. We already have a theme, which is Jakarta, so we only have to find the structure about the program. We agreed to make a tourism program and put the Jakarta’s unique tourism object under the spotlight.
Before we make a script, we choose which ones of Jakarta tourism objects that we will visit. My co-scriptwriter and I did the research first from many sources. And we choose to explore Monas, as it becomes the trademark of Jakarta, people should know any details of it. Beside Monas, we also choose Sunda Kelapa Harbor and Jakarta Old City, because both places are very unique and need to be introduced to the world.
Furthermore, we did the research again from internet and books to find the history, unique facts, and any details about the destinations. We want the audience to enlighten their minds when they are watching our program. By doing the research, I personally got more knowledge about Jakarta, my own capital city.
After researching is done, I start writing a script while my co-scriptwriter deals with duration. I imagine how the program would be, how the presenter looked, which camera angle will suit the dialogues, and then make dialogues based on that imagination. I divided the whole program in to 4 segments, including the additional segment which consists of the coverage of event that freshly held in Jakarta.
After writing stage, I have to make sure the dialogues fit the duration, and if the grammar and spelling is correct. I also make sure the presenter remember the script, even I often help them to remember and pronounce the script correctly.
Final touch is put the overall script into different format; production script and rundown.

And my desk job as switcher on live shooting is to switch camera to camera, to make the whole program look better and not monotone. I have to make sure that the timing of switching is exactly fit with what the audiences want to see.

Monas

Astrid : “Hi, hi, hi everyone! Astrid’s here, and I will guide you during our tour in Jakarta! Let’s start with… Monumen Nasional!!!

Well, as you can see, I’m in exactly in front of Monas statue. It’s really beautiful in here. We will go up to the top, to see Jakarta’s view from above. It must be exciting! I can’t wait to see it! But, before we go up there, we’ll see what is inside there. Now, let’s come in!”

Narrator : “Monumen Nasional or Monas, or in English we say The National Monument, is the trademark of Jakarta. It is 422 feet (128.7 m) and located in Central Jakarta. This statue is symbolized the fight for Indonesia's independence. The construction began in 1961 under the direction of Indonesian’s first president Sukarno and the monument was opened to the public in 1975.”

Astrid : “Guys, the admission price is only --- rupiahs. Quite cheap, isn’t it? Nah, we’re in now. See, there are museum inside the Monas. Let’s take a look one by one.

Sunda Kelapa

Astrid : “Everyone, still with me Astrid. There are so many places worth to explore in Jakarta, one of them is Sunda Kelapa harbor!

This Harbor has been well known since the 12th century, but the existence estimated to be since the 5th century. Wow, can you imagine that? It’s been a long time right?

Everywhere I looked at, I see sea and boats, and ships! Look, you could see ships in a line, which have unique shape and the body painted in some different colors. You know what, the ships, known as Bugis Phinisi, are made by hand out of iron wood. Curious what else is in here? Come with me.”

Narrator : “Sunda Kelapa Harbour is located in Jalan Maritim Raya, North Jakarta. To get here, you could ride Trans Jakarta Busway from the first corridor, with the route of Blok M to Kota Tua. You need to get off at the last station, Kota Tua, and from there you ride a taxi, bajaj or bicycle ojek to Sunda Kelapa Harbor. Sunda Kelapa Harbor is about 2km away from Kota Tua Station.

Sunda Kelapa Harbor was belongs to Sunda Empire with capital of Pajajaran, located at around the current Bogor. At that time Sunda Kelapa Harbor was busily visited for the spicy trading. Foreign ships from China, South India, Japan, and Middle East was docking at Sunda Kelapa Harbor and conducting trading activities by carrying commodities like perfume, horses, wine, porcelain, coffee, silk, textiles and coloring materials to be traded with the spicy.

Astrid : “Wow, look at this. This is fish market. You can take a small rowboat to the Fish Market across the river for about 5,000 Rp. Sunda Kelapa also known as Pasar Ikan (meaning fish market). The fish catch of the day was auctioned in the early morning at the old fish market. The street leading to it was lined with shops selling all sorts of shells, dehydrated turtles, lobsters and mostly everything the seafarer might need. It’s all fresh from the sea. Hmm, smells fishy… hehehe…

How about move on to the Bahari Museum? Come on.”

Narrator : “Museum Bahari save 126 collection objects maritime history. Particularly ships and boats traditional trade. Among the dozens of miniature collection displayed there are 19 boats and 107 native fruit miniature, photos and other marine biota.

Kota Tua

Astrid : “Guys, after touring the Monas, now move on to Jakarta Old City! Here is an area of Dutch colonization inheritance which was well-known as Batavia in the 17th century. Kota Tua is one of a very interesting place or area to visit when you travel to Jakarta since it’s a center of historical tourism object in Jakarta. If you are a history tour lover, then Jakarta Kota Station is one of the objects you should visit when you visit Jakarta, Indonesia. The architecture design was said to be the best one at its age. As you can see, the roads, buildings, and corners are likely European style. Amazing! Let’s see what else in here!”

Narrator : “To reach Jakarta Old City you could ride a taxi or public transportation, like busway. If you choose to ride busway, please ride the first corridor busway with Blok M to Kota Tua (Old City) route. You need to get off at the Kota Tua Terminal which is the last terminal where the busway will stop before go back to Blok M. You could reach Jakarta History Museum by walk from the terminal, since the distance is only about 300 meters, or you could ride a bicycle which local people call as bicycle ojek.

Jakarta Old Town (Kota Tua Jakarta), also known as Old Jakarta, and Old Batavia (Oud Batavia), is a small area in Jakarta, Indonesia. This special region spans 1.3 square kilometres of both North Jakarta and West Jakarta.

At Kota Tua area you can see old buildings with architecture style influenced by the Dutch or European architecture style, Chinese and even some of them with combination of Dutch and Chinese architecture.”

Astrid : “Look guys where I’m standing now. It’s Kota Intan Bridge. This was constructed in the 17th century by the Dutch government to connect the West Kali Besar and East Kali Besar. Hmm, beautiful isn’t it? Sst, it was told that a famous painter Vincent Van Gogh had visited Batavia before and painted a painting of Kota Intan Bridge. Woow, that’s incredible!”

Astrid : “Here it is! Jakarta History Museum, or in the other name is Museum Fatahillah. This Museum provides information on Jakarta’s history, starting from the prehistoric age to current age, in a creative way, through the collections of the museum. Want to come inside with me? Follow me!”

Narrator : “In VOC era the building where Jakarta History Museum currently stands was occupied as the municipal hall or Staadhuis. Municipal Hall of Batavia was built in 1620 by the General Governer, Jan Pieterszoon, who built Batavia.

Jakarta History Museum has up to 23,500 collections which some inherited from Oud Batavia Museum or Old Jakarta Museum, received from the government of DKI Jakarta, individual or institution grants. Material of the collection were varied, some are of medal, wood, crystal, ceramic, earthenware, porcelain, leather, paper, cloth, and bones. Some collections of Jakarta History Museum are partitions, execution sword, archives cabinet, paintings, and stuffs from prehistoric society, ancient inscription, and weapons. Some of the collections had been more than 1500 years old, especially those stuffs from the prehistoric age.

There is also underground prison located underneath the building under the garden side in the museum.”

Astrid : “Wow, so scary down here. Why don’t we go up stairs?”

Astrid : “Naaah guys, we’re in Museum Wayang now, or shadow puppet museum. This is really good, you guys have to see it. On 7th November, 2003, the United Nation recognized Indonesian wayang as the world heritage of masterpiece creation. Hence, if you visit Jakarta you should put Wayang Museum in one of interesting places list that you must visit. Let’s come in!”

Narrator : “Wayang Museum (used to be called as Shadow Puppet Museum as well) is a museum which keeps collections of wayang from various territories in Indonesia and even from other countries. The idea of building Wayang Museum started when H. Ali Sadikin, the governor of DKI Jakarta, attended the second wayang museum week in 1974.

The collections of Wayang Museum are very various, in both small and big size. Wayang Museum collects Indonesian leather wayangs, like Kedu, Tejokusuman, Ngabean, Surakarta, Banyumas, Cirebon, Gedog, Sadat, Madia Krucil, Sasak, Kaper, Wahyu, Kijang Kencana, Ukur, Suluh, Klitik, and Beber. There are collections of mask which were sourced from Cirebon, Bali, and Center Java. Some other stuffs are also displayed in Wayang Museum, like gamelan, Blencong lamp, glass wayang, zinc wayang, and paintings. There’re some collections that sourced from abroad, some of them are from Kelantan, Malaysia, Suriname, France, Cambodia, and Thailand.”

Astrid : “oh waaah, these are impressive! This museum is really complete! I amaze to all the collections... Well, let’s go out guys. It’s time to visit the legendary station!”

Astrid : “This station was appointed as a historical and cultural landmark in 1993. Also, this is railway station of the Dutch inheritance. Jakarta Kota Station is located at the area of Kota Tua, Jakarta, and that’s why the name became Jakarta Kota Station. Local people called this station as Beos Station.”

Narrator : “Jakarta Kota Station (BEOS) was constructed around 1870, and the building was then closed and renovated in 1926 and became a building like what it looks now. The station was officially announced to be utilized on 8th October 1929 by General Governor Jr. A.C.D. de Graef who was governed at Nederland Indies from 1926 to 1931. The architect who built Jakarta Kota Station was Frans Johan Louwrens Ghijsels, a Dutch architecture engineer who was born in Indonesia.

You may wonder why Jakarta Kota Station is also called as Beos. BEOS is the abbreviation of Bataviasche Ooster Spoorweg Maatschapij (East Batavia Train Enterprise). In the glorious time of Batavia, BEOS station was also known as Batavia Zuid (South Batavia Station). Jakarta Kota Station was designed to have 12 railroads which is still utilized until now.”

STIKOM LSPR-JAKARTA SEKOLAH KOMUNIKASI BERTARAF INTERNASIONAL DAN TERAKREDITASI A+

berikut ini adalah draft kontrak kerja yang saya buat untuk memenuhi tugas mata kuliah Indonesian Legal System pada semster 5.

Europe International Cooperation Agency
And
The Government of the Republic Indonesia
And
The Government of Spain
For
Furnishing Expert’s Services
For
Seminar of Public Relations in Spain

This contract is made by:
1. Europe International Cooperation Agency, Indonesia office, having its offices at Ratu Plaza Tower 20th Floor, jl Sudirman no. 34 Jakarta, represented by Mr. Edward Filan, Resident Representative of EICA in Indonesia (“EICA”); and
2. Miss Chantal Phillip (the “Expert”) who is employed by The London School of Public Relations (the “Dispatching Party”) having its office at Sudirman Park kav 35, jl KH Mas Mansyur, Jakarta.

WHEREAS, the government of Indonesia and the government of Spain (the “Recipient Government”) have entered into an agreement (“Cooperation Agreement”) regarding technical cooperation to be implemented in Spain (the “Recipient Country”) trough EICA;

WHEREAS, the Dispatching Party is willing to participate in certain technical cooperation set forth in this Contract by furnishing the Expert’s services;

WHEREAS, the Expert is willing to supply her professional skills and services to the Recipient Country on the terms and conditions set forth in this Contract.

NOW, THEREFORE, it is hereby agreed by and among the parties hereto as follows:


ARTICLE 1. DEFINITIONS
1-1 “Period of Dispatch” means the period commencing from the date when the Expert leaves the Dispatching Country for the Recipient Country to carry out the Services in the Recipient Country via the most economical and reasonable route and method, and ending on the day when the Expert arrives in the Dispatching Country from the Recipient Country via the most economical and reasonable route and method upon completion of performing the Services in the Recipient Country.
1-2 “Daily Subsistence Allowance” means allowances for living, accommodation and commuting set forth in Appendix 3 to the Contract.

ARTICLE 2. PURPOSE OF THIS CONTRACT
The Dispatching Party shall provide the Services (as defined below) or the Expert upon the terms and conditions set forth herein and EICA shall bear and pay the necessary costs and expenses to the Dispatching Party and the Dispatching Party and the Expert for the Services to be provided, subject to the terms and conditions provided herein.

ARTICLE 3. CONTRACT TERM AND PERIOD OF SERVICE
3-1 contract Term
This contract shall become effective upon execution and shall remain in force and effect until expire of the Period of Service as provided in Article 3-2 hereof and all accounts shall have been settled by EICA in accordance with Article 7 hereof.
3-2 Period of Services in the Recipient Country
The Expert shall commence to provide the Services in the Recipient Country as of March 10, 2009 and complete the Services on August 5, 2009. The Period of Services may, however, be extended or shortened upon the written consents of EICA, the Dispatching Country, and the Expert.


ARTICLE 4. THE SITE
The Expert shall carry out the Services at Madrid, Spain. The Services to be provided by the Expert shall be those described in the Article 5 hereof.

ARTICLE 5. SCOPE OF SERVICES
5-1 Purpose and Content of Technical Cooperation
To transfer techniques in the Public Relations theory when facing crisis.
5-2 Scope of services to provided by expert:
a. To transfer the appropriate techniques of Public Relations theory
b. To improve conventional methods (making simple Crisis Team)

ARTICLE 6. RULES TO PERFORM THE SERVICES
6-1 The Expert shall perform the Services in accordance with the directions, supervision and instructions to be given by a Resident Representative of EICA in the Recipient Country (the “Representative in the Recipient Country”) and a team leader of the project (the “Team Leader”). Should there be any discrepancies between the instructions of the Representative in the Recipient Country and that of the Tam Leader, the instructions given by the Representative in the Recipient Country shall prevail.
6-2 Privileges and Exemptions to be Enjoyed by the Expert in the Recipient Country In consideration of the performance of the Services by the Expert, EICA shall make reasonable efforts to cause the Recipient Government to provide the following privileges and exemptions to the Expert in the Recipient Country, in accordance with the Cooperation Agreement, which provides as follows:
(1) The Expert shall be exempted from the payment of income tax and charge of any kind imposed on or in connection with any allowances to be remitted from overseas.
(2) The Expert shall be exempted from the payment of customs duties and charges of any kind imposed on or in connection with the importation of car, equipment, machinery, materials and medical supplies as well as personal and household effects.
(3) The Recipient Government undertakes to indemnify the Expert in respect of damages awarded against her for actions performed in the course of her official duties.

ARTICLE 7. PAYMENT OF EXPENSES
A description of the expenses payable by EICA in consideration for the Services to be performed by the Expert hereunder, including the amount, manner of payment and related matters shall be as described in Appendix 1 attached hereto and made a part of hereof. The payments as described in Appendix 1, unless otherwise provided for herein, shall cover all the costs and expenses to be payable by EICA during the term of this Contract. The Dispatching Party and/or the Expert shall not claim any additional payment of costs and expenses whatsoever from EICA.

IN WITNESS WHEREOF, the parties hereto have caused their duly authorized representatives to execute this Contract the day and year below.

berikut ini adalah hasil riset saya terhadap pegawai negeri sipil tentang kehidupan mereka, yang di buat untuk memenuhi tugas mata kuliah Method of Communication Research (Qualitative) pada semester 5.

Riset Dramaturgis Pada Pegawai Negeri Sipil (Widyaiswara)

Objek Penelitian

Para pegawai negeri sipil yang menjabat sebagai widyaiswara atau pelatih di kantor Balai Pelatihan Pertanian Cihea, Cianjur. Widyaiwara adalah PNS yang diberi tugas, tanggung jawab, wewenang dan hak secara penuh oleh pejabat yang berwenang untuk melaksanakan pengembangan dan pelaksanaan diklat pada lembaga pendidikan dan pelatihan pemerintah.

Pengamatan

Laki-laki setengah baya berumur 46 tahun yang kemudian diketahui bernama Bapak Edi sedang menyampaikan materi di depan para peserta latihannya. Pagi ini jadwalnya mengajar para petani yang sedang mengikuti pelatihan di Bapeltan. Ketika masuk kelas pertama kali ia menyapa seluruh peserta dengan ramah dan tersenyum. Ia juga menanyakan bagaimana kabar mereka. Kemudian ia memulai kelas dengan perkenalan diri yang singkat.

Di depan kelas, ia menyampaikan materi yang bersifat teori. Ia sangat komunikatif. Sering ia menunjukkan bahasa tubuh yang atraktif sambil menyampaikan teori. Malah tidak jarang ia melontarkan humor yang membuat suasana menjadi akrab dan nyaman.

Dari caranya mengajar dengan santai, Bapak Edi kelihatan sangat menikmati pekerjaannya sebagai pelatih. Di depan kelas ia menunjuk-nunjuk pada kanvas yang menampilkan presentasinya dengan gaya resmi. Sesekali ia menulis sesuatu untuk menekankan makna apa yang telah disampaikannya pada whiteboard. Kemudian ia mengajukan beberapa pertanyaan untuk memancing interaksi dari para peserta.

Selama beberapa saat kelas di buka untuk sesi diskusi. Bapak Edi menanggapi dan menjawab pertanyaan satu persatu. Ia kelihatan menguasai bidangnya. Selama mengajar di kelas, Bapak Edi selalu mengulang materi bila ada yang tidak mengerti. Salama satu setengah jam kelas berlangsung, dan Bapak Edi pun membubarkan kelas setelah sebelumnya merangkum semua materi yang telah didiskusikan.

Tempat : Kebun milik pribadi Bapak Gunardi Sigit, desa Sukamulya, Cianjur

Pengamatan

Siang itu saya mengikuti kegiatan Bapak Gunardi, salah satu PNS widyaiswara di Bapeltan juga yang sedang berkebun di kebun pribadi miliknya yang cukup luas di daerah Sukamulya. Di akhir pekan, ketika sedang tidak masuk kantor, ia lebih senang menghabiskan waktunya dengan berkebun dan melakukan kegiatan pertanian di kebun sendiri.

Seperti hari ini, Bapak Gun bercakap-cakap dengan penjaga kebunnya sambil mempersiapkan bahan untuk membuat kompos dari sisa-sisa tanaman. Ia tidak segan-segan berdua dengan penjaga kebunnya mengaduk sampah rumput, batang pohon pisang dan kotoran hewan untuk dibuat kompos.

Setelah membuat kompos yang memakan waktu lebih dari satu jam, Bapak Gun kemudian membersihkan diri dan bergabung dengan penjaga kebunnya beserta keluarganya yang telah menyiapkan hidangan makan siang berupa nasi liwet yang disajikan di atas daun pisang. Ia tampaknya tidak sungkan ataupun keberatan menikmati makan siangnya bersama penjaga kebunnya. Dengan lauk pauk sederhana yang terdiri dari tahu tempe goreng, sambal, ikan asin, serta lalapan daun singkong rebus Bapak Gun makan dengan lahapnya. Setelah beres makan siang ia terjun langsung ke sawah untuk memberi pupuk pada sawahnya.

Selain berkebun di kebunnya, ia juga seorang suami yang humoris bagi istrinya dan ayah yang sabar. Di rumah, ia sering bercanda dengan keluarga dan sangat perhatian. Ia lebih dekat dengan anak perempuannya ketimbang dengan anak laki-lakinya.

Pengamatan

Pada menjelang sore hari seperti siang ini, para widyaiswara sudah bisa bersantai-santai di kantornya, sambil menanti apel sore sebelum bubar kantor. Kebanyakan dari mereka berkumpul dan mengobrol bersama, sebagian lagi menonton tv, ada pula yang bermain game di komputer.

Tiga orang laki-laki sedang asyik mengobrol dengan dua orang perempuan dalam ruangan widyaiswara. Mereka mengobrol tentang banyak hal, antara lain mengenai laporan angka kredit yang sudah mendekati deadline, yaitu tanggal 15 Desember 2009. Mereka saling bertanya tentang kelengkapan bukti yang diperlukan untuk menyusun laporan angka kredit. Untuk menyusun laporan angka kredit, dibutuhkan bukti berupa surat tugas dan surat pernyataan telah melakukan tugas. Dan salah seorang dari laki-laki itu ada yang kehilangan surat tugasnya, sehingga ia minta surat tugas temannya yang kebetulan sama-sama ditugaskan waktu itu.

Topik tentang laporan angka kredit sepertinya topik yang paling sering dibahas. Selain tentang itu, mereka juga banyak membicarakan hal lain, seperti tentang kebijakan kepala balai yang dinilai tidak cocok diterapkan untuk widyaiswara, dan juga tentang perkembangan dunia politik, yaitu tentang kasus Bibit – Chandra. Kemudian salah satu dari wanita dalam kelompok itu mengangkat topik mengenai tingkah laku seorang peserta yang aneh-aneh. Teman-temannya pun langsung menyetujui dan sontak tertawa bersama.

Kesimpulan

Pegawai negeri sipil yang menjabat sebagai widyaiswara atau pelatih, sama halnya seperti dosen ataupun guru yang harus menyampaikan ilmu kepada muridnya. Jika sedang mengajar, maka mereka harus fokus dalam penyampaian materi dan bersikap komunikatif supaya materi dan ilmu bisa di terima dengan baik oleh muridnya. Humor atau candaan penting diselipkan untuk memecahkan kebekuan saat mengajar, juga untuk mnciptakan suasana hangat dan akrab. Kadang mereka juga harus bersikap tegas pada saat mengajar, ini merupakan salah satu upaya mendisiplinkan murid yang tidak bisa diajak bekerja sama, dan juga untuk memperjelas batas antara dosen/pelatih dengan muridnya.

Dengan sesama profesi, mereka saling membicarakan tentang tugas-tugas dan pekerjaan. Sering juga mereka berdiskusi mengenai kebijakan yang dibuat kantor dan hal-hal sepele mengenai para murid atau peserta latihan.

Jika tidak sedang mengajar, mereka juga sering bermain permainan komputer Solitare di kantor sambil menunggu jam pulang kantor. Tentu saja ini dilakukan diam-diam, jauh dari jangkauan kepala balai. Diluar kantor, widyaiswara ini mempraktekkan apa yang menjadi keahliannya, yaitu berkebun dann bertani di waktu senggang. Sedangkan di rumah mereka menjadi ayah yang memanjakan anak-anaknya, tapi terkadang pelit karena gaji pokok sebagai seorang pegawai negeri tidak seberapa. Diluar rumah mereka menjadi orang yang mudah bergaul karena sikap komunikatif mereka dalam mengajar bisa diterapkan dalam bersosialisasi. Selain itu bidang pertanian yang mereka tekuni juga membuat mereka lebih membumi karena seringnya berinteraksi dengan para petani kecil.
